The Central Arkansas Workforce Development Area includes Pulaski (excluding Little Rock), Saline, Faulkner, Lonoke, Monroe, and Prairie Counties. Its Chief Elected Officials—county judges and mayors of first-class cities or the largest cities in each county—are responsible for carrying out the federal Workforce Innovation and Opportunity Act of 2014 and the Arkansas Workforce Innovation and Opportunity Act 907 of 2015.

The Central Arkansas Workforce Development Area, designated by the Governor, includes Pulaski (excluding Little Rock), Saline, Faulkner, Lonoke, Monroe, and Prairie Counties. The Central Arkansas Planning and Development District (CAPDD) serves multiple roles, including fiscal agent, Workforce Development Board staff, One Stop Operator, and service provider. This agreement outlines how CAPDD will fulfill these duties in compliance with WIOA, federal regulations, and state policies, while also providing staff and support to the Central Arkansas Workforce Development Board (CAWDB).
