PURPOSE 

The following information outlines the WIOA Adult program's eligibility requirements in accordance with the WIOA Final Rule, Training and Employment Guidance Letters (TEGLs) released by the Employment and Training Administration of the U.S. Department of Labor (ETA), and Arkansas Workforce Development Board policies (AWDB). 

ELIGIBILITY 

To be eligible to receive WIOA services as an adult in the adult program, an individual must: 

  • Be 18 years of age or older 

  • Be registered for Selective Service or have valid exemption 

  • Be able to work in the United States

  • Provide a valid Social Security Number 

The order of priority of services for those meeting eligibility requirements for the Adult Program is below.

  1. Veterans and eligible spouses who is either are low-income or individuals who are basic skills deficient. (Note: Veterans must have discharge other than dishonorable).

  2. Individuals who are not veterans or eligible spouses, but who are recipients of public assistance, other low-income individuals, or are individuals who are basic skills deficient. 

  3. Veterans and eligible spouses who are not recipients of public assistance, are not other low-income individuals, and are not basic skills deficient.

  4. Individuals who has barrier(s) to employment and does not meet one of the first three priorities.

An individual who meets any one of the following criteria satisfies the low-income requirement for WIOA adult services:

  1. Receives or has received in the last 6 months SNAP, SSI, or other state or local income-based cash public assistance.

  2. Is in a family with a total family income no higher than the poverty line or 70% of the Lower Living Standing Income Level.

  3. Individual with a disability whose income meets the criteria in (B), but whose family does not.

  4. Is homeless.


PROGRAM OVERVIEW 

WIOA is designed to increase participant access to training services. Training services are provided to equip individuals to enter the workforce and retain employment. Examples of training services include:

  1. Occupational skills training, including training for nontraditional employment;

  2. On-the-job training (OJT), including registered apprenticeship;

  3. Incumbent worker training in accordance with WIOA §134(d)(4);

  4. Workplace training and cooperative education programs;

  5. Private sector training programs;

  6. Skills upgrading and retraining;

  7. Entrepreneurial training;

  8. Job readiness training provided in combination with other training described above;

  9. Adult education and literacy activities, including activities of English language acquisition and integrated education and training programs, in combination with training; and

  10. Customized training conducted with a commitment by an employer or group of employers to employ an individual upon successful completion of the training.
