Success Spotlight – June 2025: Phillip Isom’s Journey to a Brighter Future Through WIOA

Phillip Isom's Success Story

In Conway, Arkansas, the Workforce Innovation and Opportunity Act (WIOA) continues to change lives, and this month’s “Success Corner” shines a spotlight on Phillip Isom—a determined individual who turned potential into progress with the help of the program.

Phillip’s journey began when he was inspired by the achievements of his partner, Isabella Isom, a previous WIOA participant. Witnessing her success motivated him to pursue his own career goals. Knowing that a Commercial Driver’s License (CDL) could open doors to more stable and lucrative job opportunities, Phillip took the initiative to visit the Arkansas Workforce Center for support.

There, he underwent a comprehensive assessment, and the staff developed a customized Individual Employment Plan (IEP) tailored to his ambition of becoming a licensed commercial driver. Understanding the importance of foundational skills in math and reading to pass the Test of Adult Basic Education (TABE) and the CDL written test, Phillip was referred to Adult Education services for focused tutoring.


WIOA funding made the next step possible: a paid scholarship to River Rock Truck Driving School. Phillip’s determination shone through as he completed the intensive six-week program, ultimately earning his CDL certification.


Today, Phillip is employed as a truck driver with Austin Ready Mix, earning $21.00 per hour. He credits WIOA with transforming his life, empowering him to achieve dreams he once thought were unattainable.


The WIOA program, through the Arkansas Workforce Center and the Central Arkansas Planning and Development District (CAPDD), continues to provide critical resources such as job search assistance, career development, training, financial aid, and individualized support to adults, dislocated workers, and youth. Phillip’s story is a testament to the program’s impact and a reminder that with the right support, anyone can change the trajectory of their future.
